Civilians can be added to a T2 or T3 property (not T3) to help automate the raiding process.
Civilians can either be synthesised for 25 E-ther each or they can be purchased in the Marketplace.
In your raid menu there is an edit button under the heading "Auto Target Properties for Raid Commander"
Click on this button and select the icon(s) that you have flagged your raid targets with:
In this example all targets with a star will be targeted by the Raid Commander.
Each time a Ether is raided, XP is awarded to your civilians.
A civilian levels up when they obtain enough XP. As their level increases they get faster at completing their tasks.
In addition to this, the higher the level, the more targets the Raid Commander can raid.
To start with the Raid Commander will target the most recent property you have flagged.
As the Raid Commander levels up he/she will start to raid the two most recently raided properties (then three, four, etc).
